に基づいて presents facts, evidence, experience, a plan, or a rule as the solid basis for a statement, decision, or action. It is especially common in formal and informative language.
What counts as a basis
The noun before the pattern must genuinely support or authorize what follows. Typical choices include 事実, データ, 経験, 証拠, 法律, 規則, 方針, and 計画. The connection is stronger than merely saying that something provided an occasion or a loose idea.

This film was made from the grandfather's diary as its source material.
