と考えられるReasoned conclusion
と考えられる presents a conclusion as something that can reasonably be inferred from evidence or circumstances. It gives analytical writing a detached tone without claiming that the conclusion is an established fact.
From evidence to conclusion
The clause before と states the conclusion. Observations, data, or reasoning normally appear before it, so the reader can see why that conclusion is justified. The writer remains in the background: the point is not simply “I think,” but “the available evidence supports this conclusion.”
An evidence-based conclusion
調査した三地点すべてで同じ傾向が確認されたことから、この変化は一時的なものではないと考えられる。
Because the same tendency was confirmed at all three locations surveyed, it is reasonable to conclude that this change is not temporary.

A conclusion now or a view already in circulation?
と考えられる draws a conclusion that the present evidence supports. By contrast, と考えられている presents a view as already held or accepted over time. Adding the continuing form therefore changes more than the level of formality.

Because several years of measurements have changed in the same direction, it is reasonable to conclude that this trend will continue.
