つつWhile doing; as one does

つつ links two actions performed at the same time by the same person. It is concise and formal, appearing mainly in writing and careful or prepared speech.

How the two actions fit together

The action before つつ provides the ongoing background, while the later clause normally states the main action. Both actions should belong to the same person or group.

A natural written example

りょうかくにんしつつほうこくしょをまとめた。

I compiled the report while checking the relevant materials.

つつ and ながら can describe the same simultaneous actions, but the former gives the sentence a formal, writing-oriented tone. The latter is the normal choice in everyday conversation.

Do not mistake it for a concession

When the two clauses conflict in meaning, つつも means “although” or “despite.” That is a separate use, not simultaneous action.

Do not add the progressive ending

つつある describes a change or development that is currently in progress. It does not link two simultaneous actions.
