(よ)うとしないWill not try to
(よ)うとしない says that someone shows no willingness or makes no effort to perform an action. It often conveys criticism, frustration, or concern.
What the construction implies
This is more than a simple negative. The speaker sees an action as possible and expected but judges that the person is unwilling to begin or make the necessary effort. When describing someone else, give an observable basis for that judgment, such as ignored requests, repeated encouragement, or a complete lack of preparation.
Observed unwillingness
店員が何度説明しても、客は注意書きを読もうとしない。
Even after the clerk explains it repeatedly, the customer will not try to read the notice.

Not even trying
Insert も after と when the striking point is that the person will not make even the smallest attempt.

(よ)うとする describes an attempt or the beginning of an action. Its negative form, (よ)うとしない, says that the expected effort is absent. By contrast, ないつもりだ neutrally states a plan not to act, while まい can express a more formal personal resolve not to act.
