This form does not necessarily express surprise; it can simply be a realistic minimum estimate.

Cost, duration, and required amounts make the lower-bound reading especially clear.
Estimates versus formal thresholds
Quantity + は commonly gives a practical, contextual minimum. For an exact rule or eligibility threshold, 以上 explicitly includes the stated boundary and every value above it, so it is often the clearer choice.

Applicants must be at least eighteen years old.
