ていただけませんか makes a highly deferential request by asking whether the speaker could receive the benefit of the listener's action. It is especially useful with teachers, superiors, clients, and unfamiliar people.
How the request works
いただく describes humbly receiving an action from someone. Its possible form is いただける; the polite negative question いただけませんか therefore asks, in effect, whether receiving that action would not be possible. The listener remains the person who performs the requested action, while the speaker's side receives its benefit.
Request to a teacher
先生、この文をもう一度説明していただけませんか。
Could you explain this sentence one more time?

The negative wording does not express refusal. It leaves room for the listener to say that the action is not possible, making the request less direct than a command. In natural English, translations such as “Could you...?” or “Would you be able to...?” usually convey the intended force.

Excuse me, could you explain how to fill out this application form?
