ましょうか politely offers to do something for someone or checks whether the speaker should take action. It often corresponds to “Shall I...?”
The speaker offers to act
The proposed action belongs to the speaker or the speaker’s side, and it must be something they can control. The question gives the other person room to accept or decline.
Offering help
荷物を持ちましょうか。

Checking what the speaker should do
窓を閉めましょうか。
Shall I close the window?

ましょうか can offer the speaker’s action: “Shall I...?” By contrast, ませんか normally invites the listener to participate or accept an invitation.
一緒に昼ご飯を食べませんか。
