Also or too

The particle adds a person, thing, place, or circumstance that shares an action, property, or relation already established. It often corresponds to “also,” “too,” or “both.”

What the added item shares

The important question is: what earlier item does the new item match? The shared statement may be repeated, or it may be understood from the previous sentence. For example, if one person is already identified as a student, another person marked with can be identified as a student too.
