A changeover in energy policy is necessary.
General word for change or alteration. Can be used for changeover when the focus is on modifying something, but less specific than 切り替え.

切り替え is a general word for switching and can be used for both physical and abstract changes. 移行 is more formal and implies a gradual transition, often used in business or technical contexts.

The transition to the new system will take several months.
The direct loanword チェンジオーバー is rarely used in natural Japanese. Use 切り替え or 移行 instead.
