よく is the most common and casual way to say 'often'. しばしば is more formal and often used in writing. 頻繁に is neutral and can be used in both speech and writing, but it emphasizes high frequency more than よく.
While 頻繁な can describe events, it is not used to describe a person who does something often. For example, 'He is a frequent traveler' is 彼はよく旅行する, not 彼は頻繁な旅行者だ (which sounds unnatural). Use adverbs with verbs instead.
東京行きの電車は頻繁に出ています。
There are frequent trains to Tokyo.
