ホバリングする is a direct loanword and sounds modern/technical. 空中に静止する is more descriptive and formal. For everyday conversation about birds or insects, 空中で止まっている (stopped in the air) is also natural.
鳥が空中で止まっている。
A bird is hovering in the air.
English 'hovering' for lingering people is not directly translated as ホバリングする. Use 付きまとう or うろつく instead. ホバリングする is only for physical hovering in the air.
変な人が家の前をうろついている。
A strange person is hovering in front of the house.
