上がる is a general 'rise' for many contexts (prices, status, physical elevation). 昇る specifically means to climb or ascend, often used for stairs, mountains, or the sun. Do not use 昇る for abstract increases like prices.
Many Japanese verbs for 'rise' are intransitive (something rises by itself). To say 'raise something', use the transitive counterpart: 上げる (あげる) for 上がる, 増やす (ふやす) for 増える, etc. Be careful not to mix them up.
