Used to rephrase or clarify a preceding statement, often introducing a general truth or explanation. Similar to と言うことは.

He is late every day. That is to say, staying up late has become a habit for him.
この店はいつも混んでいる。というものは、味が良くて値段も手頃だからだ。
This restaurant is always crowded. So that means the food is good and the prices are reasonable.
Almost synonymous; と言うことは is more common in modern speech, while と言うものは can sound slightly more formal or explanatory.
Phrase composed of the quotative particle と, verb 言う (to say), nominalizer もの, and topic particle は. Literally 'as for the thing called...', it developed into a conjunction-like expression meaning 'that is to say'.
