Same meaning and usage, but 度に attaches directly to nouns or verbs without の. の度に is used after nouns, while 度に can follow both nouns and verbs.
Combination of the genitive particle の and the noun 度 (たび, 'time, occasion') plus the particle に. The pattern grammaticalized into a conjunctive expression meaning 'every time'.
