Used when someone makes an issue out of something minor, or deliberately acts in a way that stands out or causes trouble. Often carries a negative nuance of being unnecessarily difficult or dramatic.
彼はいつも小さなことで事立てる。
He always makes a big deal out of small things.
そんなに事立てなくてもいいじゃないか。
You don't have to make such a fuss about it.
