under control
Used to describe a state where something is being managed, regulated, or kept within limits. Often appears in technical or formal contexts.

The fire was brought under control by the fire brigade.
管理下 also means 'under management/control', but 制御下 is more technical and often used for systems, machines, or processes, whereas 管理下 is broader and includes administrative or organizational control.
