どころか is used to contrast two things, often meaning 'far from A, it's B', while どころじゃない is a stronger dismissal that something is not even at the level of being considered.
Derived from 所 (どころ, 'place' or 'extent') + ではない (is not), literally meaning 'it is not the place/extent for...'. The phrase grammaticalized into a suffix expressing strong denial or inappropriateness.
