vagrant; homeless person; drifter
A somewhat formal or dated term for a person without a fixed home or job, wandering from place to place. Often replaced by 浮浪者 (ふろうしゃ) in modern usage.

After the war, the streets were full of vagrants.
Compound of 浮浪 (ふろう, 'wandering, vagrancy') and 人 (にん, 'person'). The exact historical derivation is uncertain, but the term follows a standard Sino-Japanese pattern for describing a type of person.
