Expresses a third person's desire to hear or know something; ～たがる is used for observable desires of others, not the speaker's own wish.
彼はいつも人の話を聞きたがる。
He always wants to hear other people's stories.
子供たちはその秘密を聞きたがって
The children are eager to hear that secret.
