Used after a noun, especially in questions, to suggest a possible thing, reason, problem, errand, complaint, etc. indirectly: 'some ... or something.' This is a softer or probing use of でも plus ある.

Is there some reason or something?
彼に不満
He is a doctor, and also a writer.
この問題は政治的であると同時に、倫理的でもある。
This issue is political and, at the same time, ethical as well.

でもない negates the idea ('is not ... either'), while でもある affirms an additional identity or fact.
A transparent combination of で, the particle も, and ある; the formal sense corresponds to である with も inserted.
