Historical title for the official in charge of the Jingikan (神祇官), the Department of Worship, in pre-modern Japan. Rarely used outside historical contexts.

Compound of 神祇 (jingi, 'gods of heaven and earth') and 伯 (haku, 'chief' or 'count'). The term is historically associated with the Jingikan system.
