Used when someone puts themselves forward for a role or position that is normally filled by appointment or nomination from others. Often implies a reversal of the usual selection process.

Historical baseball term for a system used in Japan from 1993 to 2007, where draft-eligible players could designate which professional team they wanted to join before the draft. Now obsolete as a current practice.
