This formal paired construction presents two hypothetical categories or states and emphasizes that the conclusion remains the same whichever one applies.
How it works
The alternatives are not merely two items in a list. The writer or speaker asks the audience to consider either possibility, then declares that the same rule, judgment, responsibility, or result applies in both cases. The repeated form gives the statement a deliberate, emphatic rhythm.
An unchanged conclusion
These examples divide people, organizations, or situations into two possible categories while keeping the conclusion unchanged.
政府機関であろうと民間企業であろうと、個人情報を適切に管理する責任がある。
Whether it is a government agency or a private company, it has a responsibility to manage personal information appropriately.
Analyze賛成であろうと反対であろうと、意見を述べる者には根拠を示す責任がある。

であれ~であれ is shorter and is often sufficient when formally listing categories to which the same conclusion applies. であろうと~であろうと tends to make the hypothetical “whichever it may be” stance fuller and more rhetorical. The two forms overlap considerably, so this is a difference of tendency and weight, not a strict division in meaning.
