といい~といい selects two notable features of one person, object, work, or situation and uses both as evidence for an overall judgment. The judgment may be positive or negative.
How the pattern works
The speaker chooses two especially telling features, then gives a judgment that both features support. The two items are representative evidence rather than an exhaustive list: mentioning them invites the listener to evaluate the larger whole.

The construction itself is neither praise nor criticism. The ending determines the judgment.
Evaluating a person
彼は発想力といい実行力といい、チームに欠かせない存在だ。
With both his creativity and his ability to execute, he is indispensable to the team.

In the target pattern, といい is repeated after two nouns and leads to an evaluation. A single といい after a clause can instead express a hope.
