なしに(は)・ なしではWithout; impossible without
なしに(は)・なしでは presents something as indispensable: without it, the following result cannot hold or cannot properly occur. The result therefore normally has an explicit or clearly understood negative meaning.
How it works
The noun before the construction names a required condition, resource, agreement, process, or support. The following clause then says that a result is impossible, difficult, invalid, or unable to function without it. This logical link—not mere absence—is the heart of the pattern.
With nouns
The negative result may be direct, such as “cannot accept,” or broader, such as “is difficult” or “will not function.”

For an action that must happen first, place its dictionary form before ことなしには or ことなしでは.
Three boundaries to keep clear
ことなしに can elsewhere simply describe doing one action without doing another; on this page, it specifically marks an action required for a result that cannot otherwise occur. なくしては expresses the same broad logic of indispensability but sounds more forceful and rhetorical. 抜きに can merely mean omitting or excluding something, whereas なしでは says that the following result cannot stand without it.
