にPairing and combination
に can join nouns that form a characteristic pair, a coherent combination, or an accumulated list. It often has the feel of “this together with that” rather than simply joining any two nouns with “and.”
Think in bundles
The nouns are presented as parts of one recognizable set: breakfast items, pieces of an outfit, attractions at an event, or objects filling a room. The construction is especially natural when the listener can immediately see why those particular items are being grouped.
A compact pairing
朝食はトーストにコーヒーで済ませた。
I made do with toast and coffee for breakfast.
AnalyzeLiterally: As for breakfast, I made do with toast together with coffee.

Parts of one appearance
彼女は白いブラウスに紺のスカートという装いだった。
She was dressed in a white blouse and a navy skirt.
AnalyzeThe two garments are understood as one coordinated outfit.
Building up a scene
Repeating に adds one item after another. This can make a description lively or abundant, as though the speaker is noticing the members of the set in succession.
夏祭りは、浴衣に花火に屋台までそろっていて、何度行っても飽きない。
With yukata, fireworks, and even food stalls, summer festivals never get old.
AnalyzeThe chain gathers several characteristic attractions into one image of a summer festival.
Choosing the right listing marker
と is the ordinary choice for a neutral, closed list. や names representative examples and leaves other members unstated. も adds another item that shares an already established property. By contrast, the target に presents the nouns as a characteristic bundle or builds them into a coherent scene.
注文したのはスープとサラダです。
What I ordered was soup and salad.
AnalyzeThis is a neutral statement of the two ordered items, so the closed-list marker is the natural choice.
