たるたるもの(は)A role and the standards expected of its holder

たる presents someone or something as the holder of a weighty role and calls attention to the qualities, conduct, or duties expected in that role. It has an elevated, often admonitory tone.

What the form adds

The role noun is not merely a factual label. The speaker invokes an ideal attached to that role: how a proper leader, teacher, professional, citizen, or institution ought to behave. For that reason, the rest of the sentence often expresses responsibility, obligation, dignity, or criticism.

The two main patterns

The topic form states a general standard for role-holders, while the before-a-noun form evaluates a particular person or institution through that role.

どうしゃたるものははんだんゆうしゃかいせつめいするせきにんがある。

A leader has a responsibility to explain the reasons for their decisions to society.

Analyze

This does more than identify someone as a leader: it presents accountability as part of what proper leadership requires.

いっこくだいひょうたるしゅしょうは、ことおもみをかくすべきだ。

A prime minister, as the representative of a nation, should recognize the weight of their words.

The construction presents the prime minister through the dignity and responsibility of being the nation's representative.

Choose a role with real weight

This construction works best when the role carries publicly recognizable duties or standards. A prestigious title is not strictly required, but the sentence must treat the role as morally, professionally, or socially significant.

Role in fact versus standards of the role

として neutrally says that someone acts or participates in a particular role. By contrast, たるもの invokes the standards that a proper holder of that role should meet. Do not replace the neutral form with the elevated one when you simply need to state someone's capacity or position.

わたしけんしゅうせいとしてかいさんした。

I attended the meeting as a trainee.

This only identifies the capacity in which the speaker attended; it does not discuss the ideals or duties of trainees.
