ときたらWhen it comes to ... (expressive topic)
ときたら singles out a person, thing, or situation before a strongly characteristic comment: “when it comes to X” or “X, honestly....” It often introduces a complaint, but it can also express admiration or another strong positive reaction.
A topic with attitude
ときたら does more than introduce a topic. It signals that the speaker has something notably characteristic, frustrating, surprising, or impressive to say about it. The emotional weight should therefore be clear in the comment that follows.
From complaint to admiration
Complaints are especially common, but the same pattern can frame a clearly positive reaction.
うちのプリンターときたら、急いでいる日に限って紙が詰まる。
Our printer always jams on the very days when I am in a hurry.

Neutral association versus expressive evaluation
といえば can raise a topic simply because it brings something else to mind. By contrast, ときたら foregrounds the speaker's stronger reaction to that topic.
旅行といえば、来月京都へ行く予定だ。
Speaking of travel, I am planning to go to Kyoto next month.

Make the reaction visible
A flat description usually does not justify this form. After ときたら, use wording that shows why the topic deserves special attention: a recurring bad habit, an extreme situation, an irresistible quality, or another recognizable reaction.
