What it communicates
かねる presents the difficulty as connected to the speaker's position or judgment rather than simply lacking an ability. Natural combinations often involve institutional or careful acts such as 答える, 応じる, 同意する, 判断する, and 保証する.

The first example is a professional refusal. The second avoids making a judgment that the available position or evidence does not support.
