に値する says that a person, action, work, or issue has enough merit to deserve a particular evaluation or action. The noun before it names what is deserved, such as praise, attention, or consideration.

The noun immediately before に値する names the response or judgment that something deserves. With an evaluation noun, the meaning is “deserves X.” With a conventional action noun, it often becomes “is worth doing.”
