（よ）うではないかLet us... (rhetorical appeal)
This construction makes a forceful appeal for the speaker and audience to take action together. It is the stirring, public-facing equivalent of “let us...,” often used in speeches, essays, campaigns, and formal discussion.
An appeal to act together
The verb is in the volitional form because the speaker is proposing an action. The ending then turns that proposal into a rhetorical appeal, inviting the audience to recognize its importance and join in. The intended subject is normally inclusive: “we,” meaning the speaker together with the audience.
今こそ、地域の未来について共に考えようではないか。
Now is the time for us to think together about the future of our community.
AnalyzeThis suits a community speech, editorial, or public meeting because it calls the audience to shared reflection.
Why it looks like a negative question
Although the ending has the shape of a negative question, the speaker is not neutrally asking whether the action should happen. The expected response is agreement: the proposed action is presented as something the audience ought to accept and undertake together.

On this occasion, let us reconsider the way we work.

Do not identify it by the ending alone
For an ordinary shared proposal, the volitional form or ましょう is more natural. The target adds a public, argumentative, or stirring force. By contrast, ではあるまいか presents a cautious conjecture, while のではないだろうか softens an opinion. Also, a non-volitional statement followed by じゃないか may express recognition, surprise, or challenge rather than a collective appeal.
会議は三時に始めましょう。

Choosing the right setting
Use this construction when you deliberately want the appeal to sound principled, persuasive, or inspiring. In casual conversation about lunch, travel plans, or other routine choices, it will usually sound theatrical unless that effect is intentional.
