にほかならないNothing other than; precisely
にほかならない strongly identifies something as exactly the person, thing, cause, or essence in question. It corresponds to “nothing other than” or, more naturally in many contexts, “precisely.”
What the construction emphasizes
The speaker or writer is not simply assigning a label. The construction rules out competing explanations or descriptions and asserts, with conviction, that the noun before it gives the true identity, nature, or cause. Despite its negative-looking ending, its main effect is often positive emphasis rather than denial.

Exact identity versus minimization
にほかならない emphatically identifies what something truly is and may elevate its importance. By contrast, でしかない often limits something to a category and can suggest “no more than.” Choose according to whether you are asserting an essential identity or reducing the scope of a description.
