に伴って and に伴い formally present one development, change, or necessary action as accompanying another event or change. The relationship is often practically consequential, but the expression does not by itself claim strict causation.
How the relationship works
The noun or event before the construction provides the main change or occasion. What follows is a related development or practical consequence. This works both for two trends developing together and for a single institutional event that requires another action.

AnalyzeBecause the first part is a complete verb clause, の is required before the construction.
Choosing among related change expressions
に伴って is formal and broadly presents an associated development or consequence. につれて is more conversational and normally follows two gradual changes; にしたがって highlights the second change progressing in step with the first; とともに can present two simultaneous facts more symmetrically.
