とみえるApparently; it would seem
とみえる presents a conclusion drawn from visible behavior or other observable circumstances. It means “apparently” or “it would seem that,” with the supporting clue understood from the context.
An observer's conclusion
The clause before とみえる states what the writer concludes, not the clue itself. The clue may appear in the same sentence, in a previous sentence, or in the surrounding scene, but the reader should be able to tell what prompted the conclusion.
Inferring a person's state
青木は資料を開いたまま、さっきからペンが止まっている。別のことを考えているとみえる。
Aoki has had the document open, but his pen has not moved for some time. Apparently, he is thinking about something else.
AnalyzeInferring what happened
道路も屋根も濡れている。夜の間に雨が降ったと見える。
Both the road and the roofs are wet. It would seem that it rained during the night.
AnalyzeWriting and tone
Both とみえる and と見える are used. In this construction, “seeing” is extended to mean reaching an observer's conclusion. The result often sounds like a narrator calmly interpreting a scene.
Direct appearance versus inference
とみえる follows a whole clause and presents that clause as the observer's conclusion. By contrast, に見える directly describes how a person or thing looks. ところを見ると explicitly puts the observed clue first, while ようだ is a broader and more conversational way to express an inference.
