ことといったらRemarkably, incredibly
ことといったら highlights an adjective quality as remarkably intense and expresses a strong reaction such as admiration, surprise, annoyance, or dismay. It normally leads into a description or consequence that shows just how extreme the quality was.
How it works
The adjective names the quality that impressed or affected the speaker. The construction then sets up that quality for comment, so the following words usually provide evidence of its exceptional degree: a physical reaction, a striking result, or a concrete detail.
昨日の会場は暑いことといったら、立っているだけで汗が流れた。
The venue was so incredibly hot yesterday that sweat ran down me just from standing there.

With a na-adjective

Positive and negative reactions
The reaction does not have to be negative. The same pattern can express delight, admiration, shock, irritation, or another strong feeling. What matters is that the quality is noteworthy enough to justify the emotional emphasis.

A frame versus a sentence ending
ことといったら sets up an intense quality for a comment or consequence that follows, even if that comment is left understood in conversation. By contrast, ことか or ことだろう completes a rhetorical exclamation about degree.
