向けIntended for; aimed at
向け labels a product, service, message, or resource as intentionally made or provided for a particular audience or use.
What it tells you
The noun before 向け identifies the intended audience, market, level, or use. The surrounding context should make a deliberate choice visible: someone designed, adapted, advertised, explained, or supplied something for that target.
The three main patterns
Use the sentence-ending form to classify something, the form with の to modify a following noun, and the form with に to describe an action done for the target audience.
このオンライン講座は、海外で働く日本人向けです。
This online course is intended for Japanese people working abroad.
Analyzeこれは小学生向けの科学雑誌です。
This is a science magazine made for elementary school students.
Analyze市は外国人住民向けに、ごみの分け方を多言語で説明した動画を作った。
The city made a multilingual video explaining how to sort trash for foreign residents.

AnalyzeIntended audience versus suitability
向け says who something was deliberately targeted at. 向き instead judges who or what it suits because of its features. Something can be suitable for a group even when it was not designed for that group.
この机は高さを変えられるので子ども向きだが、子ども向けに作られた製品ではない。
Because its height can be adjusted, this desk is suitable for children, but it was not made specifically for them.
AnalyzeIts adjustable height makes it suitable for children, but the sentence explicitly denies intentional targeting.
