というのは introduces a term, phrase, or idea as the topic of a definition or explanation. It often corresponds to “what X means is...” or simply “X is...” in natural English.
Presenting something for explanation
Put the item that needs explaining before というのは. The listener or reader then expects the rest of the sentence to say what that item means, what kind of thing it is, or what the idea involves.
Defining a term
「朝市」というのは、朝に開かれる市場のことです。
