ところに・
These forms present an action or situation as a particular scene or phase, then show another event arriving there, occurring there, or affecting someone in that situation.
Choosing the particle
に presents the scene as the point where the next event occurs or arrives. へ is similar but can make movement or arrival toward that scene more noticeable. Use を when the following verb observes, catches, helps, interrupts, or otherwise acts on the person in the scene.
An event enters or occurs at the scene
The verb form before ところ tells you whether the first action is about to begin, is underway, or has just finished.
私が出かけるところに、取引先から電話がかかってきた。
Just as I was about to leave, a client called.

A delivery arrived while we were eating lunch.

会議が終わったところに、部長が入ってきた。
The department manager came in just after the meeting ended.

With ところを, the next verb tells you what happened to the person in the scene.
A separate formal use
A formal expression such as お忙しいところを politely acknowledges someone's circumstances. It does not simply describe a second event catching or affecting someone at a precise stage of an action.
お忙しいところを、ご対応いただきありがとうございます。
Thank you for taking care of this despite being busy.
