わけではないというわけではないNot necessarily; it is not that

わけではない rejects or qualifies a conclusion that is too broad. It does not necessarily assert the complete opposite; it often means “that is not entirely true” or “it is not that...”

Correcting an inference

Use this construction when a fact could lead someone to an overly simple conclusion. You acknowledge the surrounding situation but block that conclusion, often adding a qualification that shows what is actually true.

Claims that need qualification

Notice that each example supplies a possible inference and then limits it.

このまちしずかだが、便べんなわけではないえきみせちかい。

This town is quiet, but that does not mean it is inconvenient. The station and shops are nearby too.

Choosing the longer form

The shorter form attaches directly to the description being qualified. The version with という is especially useful when you want to frame and reject a whole interpretation. The two often overlap, so this is a difference of framing rather than a rigid difference in meaning.

The conversational contraction directly corrects A's interpretation without claiming that B has already decided to go.

Nearby ways to limit a claim

わけではない corrects or qualifies a conclusion available in the context. とはかぎらない more specifically says that a general rule or prediction has exceptions or is not certain. というものではない tends to reject a simplistic general principle in a more detached, evaluative way.
