わりに(は)Unexpectedly, given the benchmark
わりに(は) uses one fact as a benchmark and says that the actual result is unexpectedly high, low, good, bad, or otherwise out of balance with it.
How the comparison works
The first part supplies a standard: price, age, size, effort, frequency, experience, status, or another relevant circumstance. The second part then describes something that does not fit the degree or result normally suggested by that standard. The mismatch can be favorable or unfavorable.
Three kinds of mismatch
The benchmark may be a measurable degree, a broader expectation about cause and result, or a noticeable imbalance between two qualities.
値段が安いわりに、作りがしっかりしている。
Considering the low price, it is surprisingly well made.
AnalyzeLow price is the benchmark; the quality is better than that price would normally suggest.
毎日練習しているわりに、なかなか上達しない。
Despite practicing every day, I am not improving very quickly.

With or without the contrast particle
わりに is the basic form. わりには draws slightly clearer attention to the gap between the benchmark and the result. Both forms are common, and the choice usually depends on how strongly the speaker wants to mark that contrast.
彼女は経験が浅いわりには、判断が速くて正確だ。
For someone with so little experience, her decisions are quick and accurate.

Choosing among nearby contrast expressions
わりに is especially useful when the first fact acts like a scale or benchmark and the second fact feels out of proportion. にしては more strongly judges someone or something against the norm for a stated category or premise. に比べて simply makes an explicit comparison and does not require surprise. のに expresses a broader unexpected contrast without necessarily treating the first part as a benchmark.
