侵害 (shingai) is used when a right or interest is violated (e.g., copyright, privacy). 違反 (ihan) is used when a rule, law, or agreement is broken (e.g., traffic violation, breach of contract). Use 侵害 for rights, 違反 for rules.
Do not directly translate 'infringement' as a single word in all contexts. The appropriate Japanese term depends on what is being infringed. Using 侵害 for a traffic violation would sound unnatural.
Infringement of the rules is severely punished.
