サービス料 is primarily for hospitality (restaurants, hotels), while 手数料 is for transactional fees (banking, tickets, administrative services). Using 手数料 in a restaurant would sound unnatural.
In Japan, tipping is not customary, and a service charge (サービス料) replaces it in many upscale restaurants and hotels. Do not attempt to leave an additional tip unless explicitly instructed.
