従 centers on moving or acting in alignment with something else: following, accompanying, obeying, or being secondary. The ideas of compliance and subordination are natural extensions of that following relationship.
従 is the modern simplified form of 從. The older form combines 彳 (movement) with 从 (two people) and 止 (foot), suggesting one person following another. The modern simplification replaces the right side with 䒑 and 龰.
The left side 彳 suggests movement, and the right side looks like a person (䒑) stepping (龰) behind. Picture someone walking along, following and obeying the leader.
For ジュウ, imagine a line of obedient followers moving like a queue: queue -> ジュウ, and they all comply with the leader's direction.
