党 centers on a group of people united by shared interests or beliefs: a political party, a faction, or a clique.
党 is the modern simplified form of 黨. The older form combines 尚 (which likely contributed the sound) with 黑 (black), possibly suggesting a group united under a dark banner. The modern form retains the upper part 尚-like shape but replaces the lower part with 儿.
The top part looks like a roof over a gathering (口), and the bottom 儿 suggests people. Imagine a group of people meeting under one roof to form a political party.
For トウ, picture a political party meeting in a tall tower: tower -> トウ, and the party members gather inside.
