The left side 余 can suggest surplus or extra, and the right side 又 is a hand. Picture a hand organizing extra items into a neat arrangement, like conferring honors or narrating events in order.
For ジョ, imagine a judge conferring a title: judge -> ジョ, and the judge's hand (又) arranges the ceremony.
