Used adverbially, almost always in negative sentences or contexts implying 'not much' or 'nothing in particular'. Often appears as どうこう言う (to complain) or どうこうする (to do something about it).

彼の意見についてどうこう言うつもりはない。
I don't intend to say anything about his opinion.
結果はまだ出ていないので、今はどうこうできない。
The results aren't out yet, so I can't do anything about it now.
どうのこうの is a more emphatic, repetitive version meaning 'this and that', often used when listing complaints or trivial details. どうこう is more neutral and simply means 'anything' in negative contexts.
Reduplication of どう (how) with こう (this way), forming an adverbial expression meaning 'this or that'. The kanji 如何斯う is ateji.
