Historical administrative term referring to the local government units of counties (郡) and prefectures (県) in pre-modern Japan, especially in the context of the Ritsuryō system.

• 律りつ令りょう制せい下かでは、国こく・郡ぐん・里りの三さん段だん階かいの地ち方ほう行ぎょう政せい組そ織しきが敷しかれ、後のちに郡ぐん県けん制せいが導どう入にゅうされた。
