Often used as 〜に (adverbially) to mean doing something without consideration for others or circumstances. Can imply indifference or lack of concern.
He talks loudly without regard for those around him.
Without caring about the time, he continued working late into the night.
Similar to sense 1 but emphasizes ignoring or overlooking something, often rules or conventions. Can be used in contexts where someone deliberately pays no attention.
He proceeded in his own way, disregarding the rules.
