Used to correct or rephrase a previous statement, indicating that the following description is more accurate. Often appears as というより(は) or というよりむしろ.
He's not so much strict as just particular.
This dish is more salty than spicy.
どちらかと言うと means 'if anything' or 'rather', similar in function but less direct in correction than というより.
Combination of quotative と, verb 言う (to say), and particle より (than). Literally 'rather than saying'.
