ないといけない is the plain, casual form of the same construction, while ないといけません adds ます for a politer, more formal tone.
Formed from the negative conditional ないと (if not) + いけません (polite negative of 行ける, 'can go'), literally meaning 'it won't do if not'. The sense of obligation developed from the idea that not doing something is unacceptable.
